Police Federation Regulations

1. Citation
These regulations may be cited as the Police Federation Regulations.2. Interpretation
In these regulations unless the context otherwise requires— "Force" means the Seychelles Police Force as by law established;"non-commissioned officer" means a police officer of the rank of sergeant major or sergeant;"officer of inspectorate rank" means a police officer of the rank of chief inspector or inspector;"subordinate officer" means any police officer below the rank of Assistant Superintendent.3. Constitution of Police Federation
The Police Federation shall consist of all the Police subordinate officers for the time being of the Force and the Federation shall act through Branch Boards and a Central Committee as hereinafter provided.4. Function of Police Federation
The function of the Police Federation shall be to enable subordinate officers to consider and bring to the notice of the Commissioner of Police and of the Government all matters affecting their welfare and efficiency, including pay, pension and conditions of service other than matters of discipline or of promotion affecting individual officers.5. Branches of Police Federation
The Police Federation shall be divided into three branches consisting of the following members—6. Branch Boards
Members of each Branch shall elect from among themselves members of a Board which shall be constituted as follows:—7. Right to vote
All members of a Branch of the Police Federation shall have the right to vote for the election of members to the Board constituted for such Branch.8. Chairman and Secretary of Boards
Each Board shall elect its own Chairman and Secretary, provided that the Chairman shall not be below the rank of non-commissioned officer.9. Elections
The election of members to the Boards shall take place annually in the month of March or as soon thereafter as may be practicable and a meeting of all Boards shall be held not later than six weeks after the date of such election.10. Representations
A Board in addition to submitting any representation to the Chairman of the Central Committee may submit it to the Commissioner of Police.11. Delegates to the Central Committee

The Central committee shall elect its own Chairman and Secretary, provided that the Chairman shall not be below the rank of non-commissioned officer.13. Representation by Central Committee
The Central Committee may submit representations in writing to the Commissioner of Police and to the Secretary to the Council of Ministers and shall consider the report upon any matters referred to them by the Commissioner of Police or the Secretary to the Council of Ministers.14. Elections by ballot
Elections under these regulations shall be by ballot.15. Voter to have single vote only
At any election under these regulations each voter may vote give one vote and no more for each candidate to be elected.16. Boards may make rules for elections
Subject to the provisions of these regulations, a Board may make rules as to the mode of election of its members and of its delegates to the Central Committee and as to the filling of vacancies occurring amongst such members and delegates.17. Chairman to have casting vote
The Chairman at any meeting of a Board or of the casting Central Committee at which he is present shall in the case of an equality of votes have a second or casting vote.18. Power of Boards and Central Committee to regulate their own procedure
Subject to the provisions of these regulations, a Board or the Central Committee may regulate its own procedure, including the appointment of committees or to sub-committees.19. Meetings

Except where, in special circumstances, a member of the Force is required for duty which must be performed, leave shall be given for attendance at all such meetings duly held and every such attendance shall, as regards allowances and expenses, be deemed to be an occasion of police duty.21. Provisions for ensuring secrecy
Every person in attendance when voting is taking place shall maintain and aid in maintaining the secrecy of the voting and shall not communicate, except for some lawful purpose, to any person any information as to the name or other means or identification of any voter who has or has not voted, and no such person and no person whosoever shall interfere with or attempt to interfere with a voter, or otherwise attempt to obtain information as to the candidate for whom any voter is about to vote or has voted, or communicate at any time to any person any information as to the candidate for whom any voter is about to vote or has voted. Every person in attendance at the counting of the votes shall maintain and aid in maintaining the secrecy of the voting and shall not communicate any information as to the candidate for whom any vote is given in any particular ballot paper. No person shall directly or indirectly induce any voter to display his ballot paper after he shall have marked the same so as to make known to any person the name of the candidate for or against whom he has so marked his vote.History of this document
